Toxic Spikes helps Gengar you'll see why in a second and the extra 12 percent damage each turn on the opponents side is nice.
Sleep Powder dispatches one of the opponents Pokemon often the rest of the match.
Leaf Storm is for good attacking.
Hidden Power Fire compliments Leaf Storm nice and hits Scizor.

Gengar
Gengar @ Life Orb

Trait: Levitate

EVs: 4 HP / 252 SpA / 252 Spe

Timid Nature (+Spe, -Atk)

  • Venoshock
  • Hex
  • Hidden Power Ice
  • Focus Blast

Venoshock is STAB and it reaches 195 base power with Toxix Spikes.
Hex is STAB as well and helps round out the coverage.
Hidden Power Ice hits Landorus, Dragonite, Salamence and Gliscor all of those are immune to Toxic Spikes and are not hit hard enough from Hex and Venoshock.
Focus Blast hits Steel types and helps round out the coverage as well.
Life Orb for that impressive extra kick.

Starmie

  • Hydro Pump

Hydro Pump is STAB and actually hits hard.
Thunderbolt hits Gyarados and Water types.
Recover is reliable nice healing.
Rapid Spin gets those pesky rocks outta there, get those rocks outta here, and Starmie is powerful and can take down some spinblockers sometimes.
Sometimes I run specially defensive Jellicent with Scald Shadow Ball Toxic Recover to help spread poison on levitators but the lack of Rapid Spin usually is pretty annoying.

Heatran

Trait: Flash Fire

EVs: 4 HP / 252 SpA / 252 Spe

Timid Nature (+Spe, -Atk)

  • Fire Blast
  • Stealth Rock
  • Earth Power
  • Dragon Pulse

Fire Blast helps get rid of Steel types for the team.
Steath Rock is actually pretty important for the team for example to break Dnite's Multiscale for Gengar to demolish it with HP Ice.
Earth Power takes out other Heatran and Timid helps outspeed them.
I run HP Grass to deal with Gastrodon and Swampert etc but I never really use it so I should probably change it to HP Ice but I don't want to when I'm writing now because I haven't really tried it with this team.
Okay I changed to Dragon Pulse to hit Kingdra eager to set up and Hydreigon Dnite and stuff.

Jolly Nature (+Spe, -SpA)

  • Close Combat
  • Stone Edge
  • Swords Dance

Choice locked Pursuit user? The opponent will pay the price.
Close Combat excellent STAB.
Stone Edge compliments Close Combat extremely well hitting Flying types among other things.
Rock Polish to boost speed and Swords Dance to boost attack or even both.

Landorus
Landorus (M) @ Choice Scarf

Trait: Sand Force

EVs: 252 Atk / 4 SpA / 252 Spe

Naive Nature (+Spe, -SpD)

  • Earthquake
  • Stone Edge
  • Hidden Power Ice
  • U-turn

I know I need a scarfder.
Earthquake is STAB and hits pretty hard.
Stone Edge compliments Earthquake nicely.
Hidden Power Ice helps take out threats that are exfour weak to it.
U-turn to get outta there and let a teammate switch in.
Naive over Hasty to keep the nice defense stat to take Scizor's Bullet Punch and Lucario's Esepeed.

So what improvements are there? any options?
