Politoed

I see you're taking an offensive approach.
If the speed EVs are there to outpace a certain speed tier, and works well, you might keep it.
If not, I suggest you just use the standard 252 SpA / 4 SpD / 252 Spe spread.
Also, you should try out the standard physical defensive bulky Politeod, as the team doesn't seem to have much to fall back on.
The Politeod is the first set here.

Whiscash

Looks pretty good.
You can also try out an annoying Vaporeon in the rain with Rest hydration, but that's pretty much not for sweeping more for stalling.

Raikou

I think you should try out Hidden Power Ice for all the Pokemon x4 weak to it in OU, including that pesky Dnite.
I'm not 100% what to replace it with, probably what you find least use for.

Tornadus

I again suggest trying out the bulky Politoed, and then Specs Tornadus might be nice.

Naive Nature

  • Hurricane
  • Focus Blast
  • Hidden Power Ice
  • U-turn

Put the 4 leftover EVs in Def because with 4 HP Tornadus will only be able to switch into the field when rocks are up 3 times instead of 4 (technically 5 but it will faint the 5th turn).
Dark Pulse is useless, get rid of it for HP Ice to wreck Dnite n stuff.
U-turn is scouting for counters.

Scizor

Breloom already has a similar role, I think you should replace it with a spinner.

Starmie
Starmie @ Life Orb/Leftovers

EVs: 4 Def / 252 SpA / 252 Spe

TImid Nature

  • Hydro Pump/Surf
  • Thunder
  • Recover/Ice Beam
  • Rapid Spin

Great attacker and spinner.
Hydro Pump and Surf is personal pref, but try out both.
Thunder is better than TBolt in rain.
Recover is reccomended for better survivability, but Ice Beam can be used to wreck Dnite which is a pest and gets great coverage with Thunder.
If you use Ice Beam, go with lefties.
Rapid Spin helps the team and Tornadus.

Alternatively, Forretress is also an option. I suggest the specially defensive variant since Politoed should already be physical.

Forretress @ Leftovers

EVs: 252 HP / 4 Def / 252 SpD

Calm Nature

  • Spikes/Toxic Spikes
  • Stealth Rock
  • Rapid Spin
  • Volt Switch/Gyro Ball/Earthquake

Forretress also gives the team less of a electric weakness, though I thought Whiscash, Breelom and Raikou should be able to hande it well enough.

This looks good altough Life Orb can be used to make it more dangerous.

I hope these suggestions come to some good use.

Starmie doesn't appeal to me, but I'll try it out. Life Orb on Breloom isn't really needed, as Technician and Swords Dance give it loads of power. Thanks though.
You can try out Forretress as well, if Starmie shouldn't suit you.
Forretress sounds good. I'd make Politoed Specially Defensive though if I'm running Forretress.
I'd also like the note that Life orb also works well with that Tornadus set.
I thought after removing the Choice Specs Politoed that Mew might want that extra punch.
Plus Specs Tornadus does not play around.
