OK because i loved this team so much (Peaking highest of 1379 on smogon server before plumiting to 1332 last week on the smogon server) I have updated it with new Descriptions and updated movesets.
Ive retired the team after 3 previous weeks of use so if your desprate which i doubt you are you can test it out.
This is the best Ubers team (or most sucsessfull team ive made as before that i never peaked over around 1270) i have made so far and its currently peaked around 1200 thanks to noobs on smogon a week or so back that were in away chanllenging and quiting to get friends to higher ranks leading to a server moderater to reset the ladder (I didnt mind that much in the end as i was at 890 something in uu) .

Ferrothorn (F) @ Leftovers
Trait: Iron Barbs
EVs: 252Hp / 48Atk / 208Sp.Def
Sassy Nature (+Sdef, -SAtk)
- Thunder Wave
- Gyro ball
- Leech Seed
- Spikes

No kyogre can 2 hit ko this guy which allows me to set up spikes as they switch or even better cripple in with thunder wave.
Leech seed and leftovers is annoying and if the opponent has no counter it is rather annoying.
It is sadly outclassed by opposing deoxys-s thanks to their taunt but gyro ball with 40 speed (no ivs in speed) against the standard suicide lead is a 2 hit ko.
It is also outclassed by dialga leads which usually carry fire blast or flamethrower.
But i have groudon if such a problem arises.
Spikes is great in ubers considering the amount of times switching in and out is.
3 Spikes levels are deadly especially paired up with groudons stealth rock which allows my deoxys to hit my kos easyer.
He can also preform as a pswedo spin blocker thanks to iron barbs and im also considering using rocky helmet to hit zekroms harder on the switch in.



Groudon @ Leftovers

Obviously here for sun support and this is one change i decided not to make as it preformed much better for me than the standard set did as this allows me to take many special hits such as 3 ice beams from mewtwo and 2 from specstwo.
It already has 140 base def so imo it doesnt need that much more especially considering their being more special pokemon in Ubers.
With the set it can still take a stab adamant +extreme speed from arceus which is ok as it allowms me to either finish it off or cripple it.
It does have its problems with manaphy but that can be dealed with by other pokemon that can take a +3 ice beam.



Arceus @ Lum Berry
Trait: Multitype
EVs: 4 HP / 252 Atk / 252 Spd
Jolly Nature (+Spd, -SAtk)
- Swords Dance
- ExtremeSpeed
- Brick Break
- Dragon claw

Seen on nearly all of ubers teams, and for a reason.
Stab +2 extreme speed hurts and can ohko half of ubers especially with spikes and stealth rock support.
Brick breaks cover opposing arceus and other pokemon it may have to deal with such as ferrothorn, forretress, excadrill and darkrai.
Dragon claw is prefered by me over shadow claw as it covers less compaired to shadow claw as well as still hitting giritina with the same power.
I mean which psychic types appart from the uncommonly used deoxys-d can take a stab +2 extreme speed.
Credit to Pb for the item choice as shadow claw/dragon claw is a 3 hit ko on giritinas switching in which allows it to wil o wisp then rest and roar away making my arceus as much use as a wet sock.



Deoxys-A @ Life Orb
Trait: Pressure
EVs: 4 Atk / 252 SAtk / 252 Spd
Rash Nature (+SAtk, -SDef)
- Thunder
- Extreme speed
- Psycho Boost
- Superpower

I was completly brain dead when deciding wether to use thunderbolt or thunder as thunder hits harder and can do around 95% damage to kyogres compaired to around 60% from thunderbolt.
But it was sun and thunders accuracy becomes 50% but as hex said the sun isnt always up and there are not many teams that carry water pokemon that isnt a rain team so now thunder is here.
Psycho boost is insane on this guy.
It hits so hard and extreme speed gives me priority as well as hitting hard with 397atk with added life orb damage.
This allows me to finish off praticly anything including an arceus.
Super power hits darkrai so hard which is needed because darkrai with dark void is so noobish.
Superpower also allows me to touch excadrills and more importantly Tyranitars which bring sand and that brings no sun and sand teams wreck in ubers.
Thunder doesnt just hit kyogre but it also hits so many other pokemon including lugia, manaphy and Palkia.



Ho-Oh @ Leftovers
Trait: Regenerator
EVs: 208 HP / 252 Atk / 4 Spd
Adamant Nature (+Atk, -SAtk)
- Sacred Fire
- Brave Bird
- Recover
- Earthquake

No spinner can be a problem but so far it hasnt proved as much thanks to its monster def and spdef as well as its great typing allowing only rock moves to hit it hard in sun.
Which are not common appart from on the occasional Arceus rock and excadrill.
Even if rocks do take its health recover is always here to recover the damage back as well as regenerater allowing it to regain some hp so the next rocks dont make as much of a problem.
Sacred fire in sun hurts especially with this guy allowing me to revenge kill nearly everything.
The whole set is very self explanitary But maybe not the evs.
This is what hex suggested and now im starting to agree as its speed already outspeeds all of the pokemon with base 90 speed that dont run evs and when they do they are normally scarfed so theres not much point actually running that much in speed.



Palkia @ Choice Scarf
Trait: Pressure
EVs: 4 HP / 252 SAtk / 252 Spd
Timid Nature (+Spd, -Atk)
- Fire Blast
- Thunder
- Spacial Rend
- Hydro Pump

This is my favorite set, for now at least.
Though it can be risky it makes one of the best sweepers in Uber in my opinion and defintly one of the best revenge killers.
Its Risky because of the accuracy and i have terrible luck with accuracy especially special rend and its 95% hit rate.
Thunder hits kyogre harder and hydro pump is powerfull stab and works well even in sun.
Special rend is its key move and by far my favorite move because of its critical hit rate as well as the amount of coverage it provides in uber.

Ferrothorn

You might already have done this by the time this answer comes up because I mentioned this on chat, but Ferrothorn should use a spread of 252 HP / 48 Atk / 208 SpD which is the standard spread for Uber Ferrothorn.
Also, to be perfectly honest, your team doesn't really take advantage of the paraysis Ferrothorn and Groudon spreads.
Deoxys is already super fast, Palkia is scarfed, Ho-Oh is max speed, and so is Arceus. Do you really need the move?
Protect or Gyro Ball should be solid replacements, Protect is able to scout and racks up Leech Seed damage while Gyro Ball gives coverage on Dragons. If you use Gyro Ball, make sure to give Ferrothorn 0 Spe IVs and a Sassy nature.

Groudon

With Ferrothorn's specially defensive spread, Ho-Oh's natural excellent bulk on the special side, and Palkia with a pretty decent SpD and some HP investment, I suggest using the standard, support, Groudon.

Groudon
Groudon @ Leftovers
EVs: 252 HP / 252 Def / 4 Spe
Nature: Impish

  • Earthquake
  • Stone Edge/Fire Blast/Fire Punch
  • Stealth Rock
  • Roar/Dragon Tail/Thunder Wave

Earthquake is STAB, and does respectabe damage when not resisted.
Stone Edge hits Ho-Oh hard, and gives Groudon the infamous, EdgeQuake combination.
Fire Blast hits Ferrothorn, Forretress, and Skarmory hard if those are important targets, and also avoids Iron Barbs damage from Ferrothorn. If you really want, you can go with Fire Punch.
Stealth Rock is hazards, and doesn't really need much explaining does it?
Roar is nice phazing, and allows Groudon to phaze out dangerous threats such as Rayquaza, and also rack up SR damage, making it easier for your teammates to clean up.
Dragon Tail does damage, but I personally don't like to risk the 90% accuracy, and Roar also has more PP, which is useful in Ubers because of Game Freak spamming Pressure on most legendaries.
If you still want to Thunder Wave things, I recommend you use it on one Pokemon as opposed to two.
This Groudon also gives you more to handle physical titans in the Uber metagame, like EKiller Arceus.

Arceus

I think Arceus is pretty likely to be revenged killed if you're using Outrage, while I do see the point of it.
More bulk can be added with a spread of 88 HP / 252 Atk / 168 Spe Adamant which has just enough speed to outpace Rayquaza, but you probably already know this.
Dragon Claw is weaker, but it might come to use since it has the same coverage, but doesn't lock Arceus in which again I don't think is very smart.

Deoxys-A

Thunderbolt is pretty much too weak for Ubers, I suggest you at least try out Thunder.
A x2 SE Ice Beam is weaker than a STAB Phsycho Boost, you should consider replacing it with Shadow Ball or ExtremeSpeed, Shadow Ball hits Mewtwo which might actually be very troublesome, OHKOing after a bit of prior damage. while ExtremeSpeed is excellent priority. You could also use both forgoing Thunder.
You target more specific targets in Uber since it isn't a very big tier, so Idk about BoltBeam.

Ho-Oh

I personally use a spread of 208 HP / 252 Atk / 48 Spe on Ho-Oh which works great, I suggest you try it out.
If you still want to use max speed, at least get rid of those 4 HP EVs to be able to swich into the field with SR up 2 times without fainting.
Also, a spinner should be used when using Ho-Oh so this is the guy for the job:

Forretress
Forretress @ Leftovers
Ability: Sturdy
EVs: 252 HP / 4 Def / 252 SpD
Nature: Careful

  • Toxic Spikes
  • Rapid Spin
  • Volt Switch/Spikes
  • Gyro Ball/Spikes

You might want to replace this guy with Ferrothorn and rely on Palkia for Kyogre, but this set is here just to try out in place of whichever teammate you find least useful.
If you use this guy instead of Ferrothorn, go with spikes instead of Volt Switch or Gyro Ball.

Palkia

Just go with Thunder instead of Thunderbolt to hit Kyogre harder, plus the sun won't be up all the time anyway.
Also, a water type move instead of Ice Beam can be nice, to have more against rain teams, especially if you replace Ferrothorn not to mention Ice Beam is redundant with Dragon STAB.
Palkia has key base 100 speed, so max out its speed and give it a timid nature and put the 4 leftover EVs into HP.

Just a few suggestions, hopefully they'll come to some nice use.

Thanks Im getting to know ubers allot more now and i tried some intresting sets because of a smogon thread promoting (project ubers v2) intresting sets and i tried sets like my groudon set which worked great.
Coming to think of it ferrothorn is abit redundent here, but the paralys was to stop scarfed ogre but i am going to switch it for forretress which seems better unfortunally water spout leaves it with 1hp i think. I may be wrong but it depends on the set.
Arceus worked well but i was having lockdown problems as you have mentioned and tbh i dont know why i used outrage.
It was just first move that came to mind.
Overall all the suggestions seem plausable and some very usefull (was plausable the right word?) Anyway thanks for taking your time to answer, great one btw.
Forretress doesn't have much for Kyogre, you're right there.
Also the smogon uber v2 seems nice, I think I've seen it myself also but yeah, I think physical defensive Groudon works better for this team.
