So recently I have been teaching myself the workings of the uber metagame, mostly by battling as many people as possible. The team that I have made to reap the souls of all who stand against me is not perfect, but I am extremely pleased with it. In 10 battles with this team I:

Won 5 times
Forced 2 forfeits
And lost 3 times
I count the forfeits as wins because the person knew that they were going to lose, (both times they had like 2 weakened Pokemon left, and I had almost a full team) and forfeited just to get it over with.

Now, let's meet the troops


Deoxys-S / Life orb

EVs: 252 atk, 252 spd, 4 HP
Nature: Jolly
Ability: Pressure
Moves: 
Magic coat
Spikes
Stealth rock
Superpower

Spikes and stealth rock are freaking annoying, especially when stacked, and that's what this guy does best, spike stacking. Magic coat can be used to reflect hazards, but I usually use it to bounce back status, and with his speed, magic coat is a great move for him, especially since status moves are fairly easy to predict. Superpower is solely for outspeeding and OHKO'ing darkrai.


Excadrill / expert belt

EVs: 252 atk, 252 spd, 4 HP
Nature: jolly
Ability: sand rush
Moves: 
Swords dance
Brick break
Earthquake
Rapid spin

The only thing keeping excadrill on this team is his resistance to rocks, and his immunity to toxic spikes paired with his spinning capabilities.
He is constantly OHKO'd as soon as he is switched in, so if you could provide a better set for offensive spinning, or a suggestion for a more durable spinner, please tell me.


Giratina-O / griseous orb

EVs: 252 HP, 128 atk, 128 spatk
Nature: I'm running brave right now but I'm thinking that should be changed
Ability: levitate
Moves: 
Shadow sneak
Outrage
Earthquake
Aura sphere

Shadow sneak provided STAB and priority, mostly for finishing weakened opponents. Outrage is STAB, and can punch multiple dents in just about anything. Earthquake is just a filler, and aura sphere covers Ice and Dark types.


Palkia / Choice scarf

EVs: 252 spatk, 252 spd, 4 HP
Nature: modest/timid
Ability: Pressure
Moves:
Thunder
Fire Blast
Spacial Rend
Hydro Pump

Palkia hits like an artillery cannon, and his barrage usually starts raining chaos late game. Choice scarf allows makes him the fastest dragon in the tier, and he uses this to this speed to wreak destruction late game. Thunder hits kyogre incredibly hard, making it's water spout look like a splash. Fire blast hits Ferrothorn, Forretress, and Scizor for a boatload is damage, usually a KO. Spacial Rend is STAB, hitting with decent damage pretty much anywhere. Hydro pump is secondary STAB, and deals immense damage when it hits. (Credit to Blobyolo for this set)


Kyurem-B / Choice scarf

EVs: 252 atk, 252 spd, 4 HP
Nature: Jolly
Ability: Teravolt
Moves: 
Stone edge
Shadow Claw
Fusion Bolt
Outrage

Kyurem-B is my favorite Pokemon on this team, due to the fact that his outrage can rip massive holes in enemy teams, devastating all opposition, crippling enemies, and sending the opponent into panic. Outrage is supremely powerful, reducing opponents to smithereens. And since he is scarfed, his outrage is fast to, only increasing the demolition. The scarf also allows him to 2HKO scarfogre, reducing its eater spout to a mere splash (I enjoy being repetitive). Stone edge and Shadow claw are purely fillers, in fact, I he has never even used either of them. I'm not even sure I have them on him, as they literally never get used.


Lugia - light clay

EVs: 252 spdef, 252 HP, 4 def
Nature: need help here
Ability: pressure
Moves:
Toxic
Recover
Reflect
Roar

Lugia is my tried and true wall, and he's darn good at it too. It's almost impossible to put damage on him, especially with reflect, which is why I don't have many def EV's on him.
Toxic is for poisoning, while recover stalls, letting the poison slowly kill off the now doomed enemy. Roar is for phasing, and moves out steel and poison types, which resist toxic.

After reading that i realized it looked like elite team as in elite four, but its not, thats just what i decided to name it.
I thought it was for the elite four at first.

Wait, isn't Sand Rush the only reason Excadrill is in Ubers? So without sand, he's pretty much dead weight...
other than his spinning capabilities, he is dead weight IMHO

Ok i know this has an answer but you did request me answer and i did attempt to answer when the Rmt came out i found out 25 minuets into the answer i had no internet.
I have extra points, options and opinions to the other answer and am placing the importable copy of what i did to your team.



Deoxys (Deoxys-S) @ Leftovers/Focus Sash
Trait: Pressure
EVs: 252 HP / 252 Spd
Jolly Nature (+Spd, -SAtk)
- Taunt
- Superpower
- Spikes
- Stealth Rock
Double stacking is not a problem, its this pokemons job, afterall its the suicide lead and the only reason it is in Ubers is the fact that it can set at least 2 layers of hazards thanks to Sash.
It also has the quikest Taunt in the game excluding a Sableye so use that to your advantage against pokemon such as Forretress or Groudon.
Why invest in Atk and give it a life orb? Its frail enough and that paired with Other catogorised moves and only one pysichal move is not great.
Its not worth it, SUperpower is simply there for Tyranitar as a pusuit will take it out there and then before Deocys can switch.
Alternativly you could go with option 2 which requires swapping your Excadrill

Deoxys (Deoxys-A) @ Life Orb
Trait: Pressure
EVs: 252 Atk / 4 SAtk / 252 Spd
Naughty Nature (+Atk, -SDef)
- Thunder
- Superpower
- Psycho Boost
- ExtremeSpeed
Ok you lacked special offence and Deoxys adds a bit more as well as provides similar synergy type wise, though i doubt with a 241/76/68 Defencive spread that he will be taking many hits.
Because of this and the fact it needs major hazard support dont make it your lead.
Thunder will kill Kyogres.
Extreme Speed will safely finish off any pokemon and it will do a decent amount as well as take out opposing Deoxys-A.
Psycho Boost will ko almost anything after full hazards and Superpower from this guy is hard to resist and will patch up many threats such as Darkrai and Arceus.



Excadrill (F) @ Leftovers
Trait: Sand Rush
EVs: 252 HP / 224 Atk / 32 Spd
Adamant Nature (+Atk, -SAtk)
- Earthquake
- Rapid Spin
- Swords Dance
- Shadow Claw
Your ev Spread and nature was messed up his speed is just short of 90 meaning its not outspeeding anything thats not scarfed or running max speed.
You may as well just outspeed the pokemon you need to and keep a defensive set.
Your not taking his typing and coverage into account, this pokemon can be a great team player just you were using more of a sand sweeper set.
Option 2

Forretress (F) @ Leftovers
Trait: Sturdy
EVs: 252 HP / 252 Def
Relaxed Nature (+Def, -Spd)
- Stealth Rock
- Spikes
- Rapid Spin
- Volt Switch/Gyro Ball
Your Deoxys-S replacement.
This guy can set up many hazards easyly but dont be drawn to T-Spikes its cheep and just a distraction, T-Spikes wont help you land ko's when you need ko's.
Volt Switch alows you to switch out from pokemon switching in to counter it and alows you to switch out on pokemon coming in to set up while they have a chance.
Gyro Ball with 0Ivs and negative nature will hit a Deoxys-S for decent damage and it will certanly ko a Deoxys-A.



Giratina-O @ Griseous Orb
Trait: Levitate
EVs: 252 Atk / 248 SAtk / 8 Spd
Lonely Nature (+Atk, -Def)
- Draco Meteor
- Will-O-Wisp
- Shadow Sneak
- Dragon Tail/Aura Sphere/Earthquake
Outrage locks you into it which isnt good when you decide to use Brave alowing the Dragons that dont run speed Evs to eat you whole.
Dialga laughs at you so run lonely and Draco Meteor and 12 speed evs to outspeed Ecadrills as well as the 90 base speed pokemon.



Kyurem-B @ Choice Scarf
Trait: Teravolt
EVs: 252 Atk / 4 SAtk / 252 Spd
Lonely Nature (+Atk, -Def)
- Outrage
- Ice Beam
- Stone Edge
- Fusion Bolt
This pokemon is so ugly but this set looks good to me i found it on our moveset page.
Pbs set just with Scarf.
Ice Beam gets stab and Shadow Claw is almost useless when even when super effective Kyurems outrage will be doing more.



Lugia @ Leftovers
Trait: Pressure
EVs: 252 HP / 160 Def / 96 Spd
Bold Nature (+Def, -Atk)
- Whirlwind
- Roost
- Substitute
- Toxic
You will never see a set so annoying.
Your set isnt providing much support currently your Lugia is running a similar role to Deoxys-S in a suicide support role.
This speed lets him outspeed base 90 pokemon not running speed benefiting natures.
This alows you to roost loosing your rock, ice and electric weakness before they can attack you.
You can sub and pp stall as well as toxic and phaze, what more can you want.
I dont like using the one dual screen as it makes the opponent focus far to much on the special side.

OK, Uber time!
Deoxys-S: Will this guy really have time to set up Spikes and Rock stacking? He'll get KOd at max two turns. Replace Spikes with Extreme Speed to take out other Deoxys and also priority.

Excadrill: I have a better spiner. Forretress.

Forretress @ Red Card/Occa Berry
Nature: Relaxed
EVs: 252 Defense/252 sp. Defense/4 HP
Moves: Toxic Spikes/Earthquake, Rapid Spin, Gyro Ball, Power Trick

It's a dangerous set. You set up, and either force the switch or just witch, and then while you're surpriseing them hit with Gyro Ball. If you want mroe set up and annoyance get TS, otherwise EQ is coverage.

Palkia: Great. Modest over Timid, and might want Flamethrower over FIre blast. Your choice.

Kyurem-B: Two scarfers? :P If you want to keep it it's fine, but it seems repetitive. You don't want to get stuck with a wall such as Ferro. There's no easy change without switching the foundation, so keep for now. I guess you could just go for a hyper offensive. Oh, and switch Shadow Claw for Freeze Shock.

Giratina: Too many outragers. Switch with Draco Meteor or Dragon Pulse.

Lugia: Great! I would try Leftovers however.

TBH, I have actually spikestacked with doexys, but I do agree with that. Thank you for the forretress > excadrill suggestions. And yes, my two scarfers are devastating, it may seem repetitive, but it really works. I find that wothout the light clay, lugia has to set up reflect to often, so thats why i had over leftovers.
