Hello, and welcome to the RMT

Team "Retribution" of the Least Used / Rarely Used Tiers (whatever you call it) that uses takes an Offensive approaches that, indeed, punishes any Pokemon that deserve it. The weak teams are Punished, and the stronger teams are spared. Beware, wrongdoers, or br divinely Punished!

Moltres
Jesus (Moltres) @ Leftovers/White Herb
Ability: Pressure
EV's: 14 HP / 252 SAtk / 244 Spd
Timid Nature (+Spd, -Atk)
- Flamethrower / Overheat
- Hurricane
- Hidden Power (Grass)
- Morning Sun
Role: Lead / Special Sweeper
Jesus is the lead of this team. It (or he) Pressures the wrongdoers until the truth spills out, reducing their Power Points in the process (useful against moves such as Recover and Roost). He counters both Roselia and Steelix Leads with powerful Fire type attacks, either Flamethrower or Overheat, which also serves a coverage option (Grass, Steel, Bug, and Ice). Hurricane rips through evil divinely with STAB, and althoughthe occasional miss is probabal, it still hurts. Hidden Power Grass pwns any cocky Water or Rock type (especially Quagsire) who think that they can escape Punishment. Morning Sun (more like Phoenix Down) ressurects Jesus at the time of need, restoring his health from attacks, status, and Stealth Rocks alike. Let Rainy OR Sunny Weather enter the field, and you will be Punished (Pwned)!

Steelix

Role: Entry Setter, Wannabe Mixed Wall
STOP! The Shield of David is so Sturdy, that it cannot be 1HKOed, and ensures that it (she) will toll each switch in HP with Stealth Rocks. All evil will be banished with Roar; set-ups shall be eliminated! Even the fastest of wrongdoers can be KOed with Gyro Ball, which works well with it's -Spd Nature and STAB. An Earthquake functions as coverage and STAB to send evil back where it came from!

Feraligatr
Punisher (Feraligator) (M) @ Leftovers
Ability: Torrent
EV's: 88 HP / 168 Spd / 252 Atk
Adamant Nature (+Atk, -SAtk)
- Swords Dance
- Aqua Jet
- Ice Punch
- Crunch
Role: Physical Sweeper
The Punisher wreaks a Torrent of pain on any resistance, and never goes down without a fight (1/3 HP boost his Water type moves). A master of the Sword, his Swords Dance boost his attack to intimidating levels, and transforms him into a Sweeping force. Aqua Jet STABs the foe with a Priority attack, in a flash... Ice Punch strikes down any cocky Grass type (even Tangrowth). Crunch provides coverage. Undersetimate he, the Punisher, at your own peril, as he can sweep an entire team!
Manectric
Heaven's Fang (Manectric) (F) @ Choice Scarf
Ability: Lightning Rod
EV's: 4 HP / 252 SAtk / 252 Spd

- Overheat
- Hidden Power (Grass)
- Switcheroo
Role: Choice Scarfer / Revenge Killer / Switcheroo
Just when you think that evil has prevailed, Heaven's Fang will pierce you down! Watch (if you can keep up with it) as it absorbs team Retribution's weaknesses (Electric type attacks), then sweep! Thunderbolt is it's fang and STAB move, while Hidden Power (Grass) rips apart threatning evils. Overheat toast any resistance at all, and is a powerful option after absorbing an Electric type attack. Switcheroo locks slower Pokemon into one move, and breaks down walls, especially if they rely on an Evolite.

Sceptle
TreeOfLife (Sceptile) (M) @ Rock Gem
Ability: Unburden
EV's: 96 Atk / 180 SAtk / 232 Spd
Rash Nature: (+SAtk, -SDef)

- Focus Blast
- Rock Slide
- Hone Claws / Swords Dance
Role: Wannabe Mixed Sweeper
Come, redeem yourself at the Tree Of Life and Unbuden all guilt for Double the Speed. Destroy both Scarfed and un-Scarfed Pokemon alike with STAB Giga Drain, Focus Blast, and cocky Fire, Ice, Bug, and Flying types. Hone Claws to ensure you hit, and hard. But reject the Tree of Life, and be taken down!

Gallade
Eleazar (Gallade) (M) @ Leftovers
Ability: Justified
EV's: 132 HP / 160 Spd / 216 Atk
Adamant Nature (+Atk, -SAtk)
- Swords Dance
- Substitue
- Drain Punch
- Shadow Sneak
Role: Bulky Physical Sweeper
Eleazar, who once slew 3 teams by himself, Justifies any wrongdoing (boost Atk when hit by a Dark Type move, Absol thinks he can run over my team). Also a master of the Sword, he, too, transforms into a Physical Sweeper after a boost. He can trick any fool trying to Burn, Toxic, Paralyze, and any other status move with Substitute and continue to Swords Dance. All evil will be demolished with Drain Punch and restore Eleazar's health. Even speedier foes cannot defeat him when he Shadow Sneaks! Eleazar, the Mighty Warrior, can easily destroy opposoition and Justify thee!

So come hither, all wrongdoers, and prepare to be punished!

Moltres:

I'd suggest this moveset:

Moltres @ Life Orb

Trait: Pressure
EVs: 4 Def / 252 SAtk / 252 Spd
Timid Nature (+Spd, -Atk)

  • Fire Blast
  • Air Slash
  • Hidden Power [Grass]
  • Roost

Here it is. EVs give maximum Special sweeping potential, and allows 3 switches on Stealth Rock. Life Orb is for Moltres to hit harder. Fire Blast is STAB and is my preference on Moltres, because of its power and decent accuracy. Air Slash is used over Hurricane for the Flying STAB due to the accuracy, and unexpected weather teams. Hidden Power Grass hits Water and Rock Pokemon that resist Moltres' STAB combination. Roost is used over Morning Sun because it's reliable during unexpected weather, and eliminates some weaknesses. Also heals Life Orb recoil.

Steelix:

If you want a mixed wall, go with....

Ferroseed (M) @ Eviolite

Trait: Iron Barbs
EVs: 252 HP / 252 Def / 4 SDef
Impish Nature (+Def, -SAtk)

  • Stealth Rock
  • Leech Seed
  • Thunder Wave
  • Protect

He may seem like a Physical wall, but it's mixed, just more on the Physical side. with Eviolite, this gives 292 HP, 463 Defense, and 313 Special Defense. Nice! Ferroseed also carries key resistances that help your team: such as Rock and Electric for Moltres and Grass and Electric for Feraligatr. Now, to the moves. Stealth Rock is your form of hazards and screws Pokemon like Moltres that want to switch in on Ferroseed. Leech Seed heals Ferroseed and other teammates that are low on HP. Thunder Wave slows the opposition down, and helps the slower Pokemon on the team, such as Feraligatr and Moltres, sweep easily. Protect allows you to scout you opponent's next move, and switch out to the appropriate Pokemon to take the move.

Feraligatr:

I suggest the Dragon Dance set:

Feraligatr (F) @ Life Orb

Trait: Torrent
Evs: 252 Atk / 4 Def / 252 Spd
Jolly Nature (+Spd, -SAtk)

  • Dragon Dance
  • Waterfall
  • Ice Punch
  • Earthquake

The extra Speed Feraligatr can grab for Dragon Dance really helps in RU. This allows Feraligatr to outspeed some counters that it faces with the Swords Dance set. This also offers extra coverage. Life Orb allows Feraligatr to hit harder. Dragon Dance obviously gets extra Attack and Speed to sweep easily. Waterfall is a perfect accuracy STAB move that carries a nifty Flinch chance. Ice Punch nails Grass and Dragon types like Rotom-C and Druddigon that resist Waterfall. Earthquake hits Lanturn and Qwilfish that resist both of the formerly mentioned moves.

Manectric:

Manectric should have Hidden Power Ice and Timid (+Spd, -Atk) for the Nature.

Sceptile:

I like your Hone Claws, Focus Blast, and Giga Drain Combo. Nice! But he's going to have to be replaced, since you'll have a big Fire weakness that way. So, I suggest...

Rotom @ Life Orb

Trait: Levitate
Evs: 4 HP / 252 SAtk / 252 Spd
Timid Nature (+Spd, -Atk)

  • Thunderbolt
  • Shadow Ball
  • Substitute
  • Pain Split

Rotom has pretty low HP so Pain Split can be easily abused. The idea is to use Pain Split and Substitute to lower your opponent's HP and then finish it off with one of the Life Orb boosted STAB moves. Life Orb helps land KOs easily, and also helps with Pain Split. Thunderbolt and Shadow Ball are both STAB that hit unresisted throughout the entire tier, besides Magneton. Substitute is to lower your HP for efficient SubSplitting, and Pain Split lowers your opponent's HP while healing you, in most cases.

Gallade:

4 HP / 252 Atk / 252 Spd with Jolly works. (Thanks for pointing that out, Spoink!)

Dragon dance feraligatr is pretty beast
I actually prefer Hurricane on Moltres to Air Slash.
The more SDef focused spread is better for a Bulk Up set, but for Sub/SD variant a more offensive EV spread is probably better.
