Why does Swampert/Empoleon have to be Male and have no egg moves in PO for its tier?

I never knew. PO says it can't have any egg moves and it can't be Female in its tier fo it to have the Dream World Ability.

Because their DW abilities were only released on Male Pokemon. Because of this they can't breed to get egg moves and their DW ability because only female Pokemon can pass off DW abilities to their offspring.
