Personally I think Hydreigon is an absolute and utter MONSTER, probably my favorite sub-legendary, with its special attack being threw the roof and type coverage almost never seen before by a Dragon Type, It can be a huge hastle to deal with in competetive battles. In fact I would go as far to say that this Pokemon is preforming even better than the likes of Dragonite, Salamence, Slaking, even Garchomp, and Even Tyranitar in the competitive scene, at least thats how I'm preforming with it. Hydreigon being a monsterous special attacking dragon that has absolutely broken type coverage for a dragon type is a fearsome and DEADLY opponent. Here is my moveset:
Pokemon: Hydreigon
Ability: Levitate
Nature: Modest/Docile (+Satk -Atk)/(neutral for earthqauke coverage)
EVs: 4 HP/ 252 SAtk/ 252 Spd
Item: Choice Scarf
Moves:
-Dragon Pulse( Best special Dragon move, Great STAB move and covers weakness to Dragon)
-Dark Pulse(Great special Dark STAB move, good chance to flinch target)
-Fire Blast(Very strong fire type move allowing for huge type coverage, also covers Its Weakness to Ice/Bug)
-Earthquake(One of the Best coverage moves out there, provides Massive Type coverage and is also very strong, Perfect against really strong fire/fighting types like Blaziken, Infernape, Emboar and more to cover for its weakness to Fighting, yes its physical attack wont be anywhere close to its special attack, but hydreigons starting attack stat is good enough to knock out lots of Pokemon that are weak to earthquake, even without taking some EVs off of Special attack and adding them to Physical Attack)
All in all, this Pokemon is a god damn monster, I cant tell you how many people I have swept under my feet with this dragon... Including people who just use OP Uber tear Pokemon or Mega Rayquaza.

Ah yes, the dark three headed dragon, Hydreigon...

For starters with Hydreigon, you would need to focus on Special Attacks more than Physical attacks, as Hydreigon can reach 383 in Special Attack with a Solid Nature such as Modest or Quiet And 31Iv’s with 252 Ev’s

But you’ve come for the MoveSet, haven’t you? Let’s go!

For Hydreigon I believe a solid Dragon move is in order for starters, so I would recommend either Draco Meteor or Dragon Pulse.
If you wish to smash the opposite Pokémon by all means use Draco Meteor, If you wish to keep your special Attack the same, use Dragon Pulse

For the second move, I’d recommend Dark Pulse as a solid Dark Special Attack which can hit HARD.

For a third move I would recommend Earth Power as it can lower Special Defense, as well as pulverise some of the fire types, rock types and Steel Types that you would often fight in competitive play or online battles.

For a final move I would strongly recommend going for either Fire Blast to burn away Ice types and Steel Types that refuse to be pulverised by Earth Power...that or Flash Cannon that can take care of pesky Fairy Types And Rock Types That dominate the playing field.

So there we have it, a move set worthy for a King Ghidorah-Esque Pokemon

Hydreigon
Dragon Pulse/Draco Meteor
Dark Pulse
Earth Power
Flash Cannon/Fire Blast
