Umbreon is a starter in Pokémon Colosseum (Eevee in Pokémon XD).
Umbreon is available in every game Gen II onward, and Glaceon in every game Gen IV onward. Umbreon can only be obtained in FR/LG after getting the National Pokedex.
I'm not sure about other spinoff game, but I'm sure that Umbreon and Espeon are starters in Colosseum.
