Can the offspring of a hacked Pokemon be considered a 100% authentic Pokemon?

Question

Thinking of buying an Action Replay just to speed up the process of RNG breeding in B/W so I can transfer them to X/Y when Pokebank comes.

Yes - as long as you don't directly hack the offspring, the offspring of an unauthentic Pokemon is authentic.
