-SpD? why
-Atk instead
That's Speed, not Special Defense. Relaxed raises Defense, and lowers Speed.
But why not lower Atk
and Goomy isn´t really good at anything
Also why not Eviolite? It does the same as Assault Vest + more.
instead of muddy water get surf

Goomy @ Eviolite
Ability: Sap Sipper
EVs: 252 HP, 252 Sp. Def, 4 Def
Nature: Calm
- Toxic
- Infestation
- Protect
- Muddy Water/ Dragon Pulse/ Rest/ whatever

Toxic trap stall, basically. What else is there for it?

999 EV Special Attacker. 99 IVs. Knowns Sacred Fire, Aeroblast, Geomancy and Goomy Blast, a Dragon Type move with 550 BP with 110% accuracy and 999 PP.
Your Evs are incorrect
Those EVs are pretty bad actually. In LC you never put 252 into one stat.
Sorry, 999 EVs in every stat. My bad.
Oh sorry. I totally forgot about LC EVs. /froths at the mouth
I was in normal mode. I'll edit or whatever later.
See? Goomy Blast saves the day.

Goomy @ Eviolite
Nature: Calm
236 HP / 38 SpA / 236 SpD
Ability: Sap Sipper
-Acid Armor
-Dragon Pulse
-Hidden Power Fighting
-Sludge Wave

Acid Armor makes Goomy a great mixed wall. Dragon Pulse is great STAB, Hidden Power Fighting wrecks Pawniard, a powerful Pokemon in the tier, and Sludge Bomb wrecks Fairies that would wall it otherwise. Sap Sipper is used over Gooey because, again, Pawniard is running all over the place with Defiant. A Speed drop would lead to +2 Attack and a likely OHKO with Sucker Punch.
