When I register friends on the 3DS using friend codes, they don't show up on the PSS?

Question

When the friend is registered it says "[filler] has been fully registered as a friend".

But they don't even show up on the PSS. They show up in the friend safari, but there is just a black thing with the question mark.

That happens sometimes rarely, but if you disconnect and reconnect your internet, you'll see them online (that is if they are online).
EDIT: If you have met them on on PSS but not as friends, rather acquaintances, then they will not be shown as friends, rather acquaintances. In such cases you have to fulfil the usual norms to have them as friends i.e. accepting the friend message after 1 trade/battle, without DC (In case of him being an acquaintance)

They have to be online as well, if you have met them on on PSS but not as friends, then they will not be shown as friends, rather passersbly/acquaintances.

Ik it happened when I was registering BigBang, he's still acquaintance even though I have his FC registered o.o
