If a Pokemon has Sheer Force, then does that mean that Outrage will do 1.33x more damage and not confuse you and Draco Meteor not lower your Sp.Attack by 2 stages and instead give you 1.33x more damage?

No, Sheer Force will not get rid of the confusion from Outrage or the Sp. Attack lowering from Draco Meteor.

Also, Sheer Force causes attacks to do 1.3x more damage, not 1.33.
