Now that Pokémon Bank exists, is it possible to move Pokémon from Gen. 4 to Gen. 3 games?

I'm pretty sure Gen 3 games can't withdraw from Pokemon Bank.

No, you can't transfer any Pokemon from generations 1-4 through Pokemon Bank. You can use it to move Pokemon between the gen 6 games and from gen 5 to gen 6, but you can't transfer Pokemon backwards through generations.
