How am I suppose to get Mew and Celebi recorded into the pokedex if I can't get them?

I'm talking about soulsilver's pokedex as I was looking at what Pokemon I needed to find when I saw Mew and Celebi at the end. How am I suppose to complete the regional dex if I can't get the last 2?

Mythicals don't count towards your PokeDex you'll get whatever the reward of finishing the dex is without them.
