This is likely as your two Pokemon have the same OT (Original Trainer), meaning they were both caught/bred by the same trainer (likely you). They will still breed, but chances are lower.
Having a different OT between the two Pokemon increases the breeding chances. If you trade for a different Ditto or Oshawott/Dewott/Samurott of the opposite gender and pair it with the old Samurott/Oshawott, you will increase your chances. The Daycare NPC should say that the two get along.
Chances are highest when both Pokemon are of the same species and have different OTs, so I would recommend getting another Oshawott or Samurott and pairing it with your old one (remember you need two different genders). The Daycare NPC should say that the two get along very well.
