Why can't I transfer Pokemon from Gen 1 and 2 VC to Alpha Sapphire via Pokemon Bank?

I have Pokemon Yellow VC and Pokemon Crystal VC. I used Poke transfer to transfer those Pokemon into Pokemon Bank, and then tried to move those Pokemon into Alpha Sapphire, but, when I do, the Pokemon won't go into the box on Alpha Sapphire and I get a message saying can't move that Pokemon there. I just want to move my Gen 1 and 2 Pokemon into Alpha Sapphire and I don't know why it's not working.

Using Poké Transporter, Pokémon can be sent from the Generation I core series games to Pokémon Bank, from which they can be withdrawn in the Generation VII core series games.

Using Poké Transporter, Pokémon can be sent from the Generation II core series games to Pokémon Bank, and from Pokémon Bank, they can then be moved to Generation VII core series games.

You can only transfer Pokemon from Gen 1 or Gen 2 to Gen 7 games. You cannot transfer them to Gen 6 games.

This is because when you send them to Pokemon bank, they're registered as if they've been on SM/USM and will not transfer to oras/xy.
