its been a loooong time since I asked an actual Pokemon question. anyways I want all the moves that dont miss, dont have a chance to increase or decrease, or at least has a 100% chance of doing so, and status moves count. sorry if this has been done before

It was a matter of time until you asked this question. Also, wouldn't it be easier to list all moves with imperfect accuracy and secondary effect chance? :P
All the non luck based moves are moves that can't miss and have a 100% chance to have a certain effect, like how Mud Shot has a 100% chance to lower speed and Shock Wave can't miss
How about swift and cut?
