Cramorant
Cramorant@Leftovers
Ability: Gulp Missle
EVs:252 HP / 252 SpD / 4 SpA
Bold Nature
- Surf
- Roost
- Defog
- Amnesia / Air Slash

Surf is STAB and it gets the Arrokuda / Pikachu in his mouth. Roost heals, Defog gets rid of hazards and you can either use Amnesia for to boost SpD or Air Slash for STAB.

Was that meant to go as a comment on my answer or was it meant to be an answer?

Gen 8 ZU

Cramorant @ Heavy-Duty Boots
Ability: Gulp Missile
EVs: 252 HP / 200 Def / 40 SpD / 16 Spe
Timid Nature
- Surf
- Brave Bird
- Defog
- Roost

Basically the Defog set on here, but with an up to date EV spread. Surf is water STAB that activates Gulp Missile, allowing you to do chip damage to Pokemon who attack you, and either lower opposing Pokémon's defense of paralyze opposing Pokémon, depending on which form you're in. Brave Bird is flying STAB and attacks Pokemon on their defense stat and takes advantage of the defense drop from Gulp Missile. Defog is for clearing entry hazards and is useful for getting rid of Grassy Terrain quickly. Roost is for healing that allows you to stay in the game longer. 252 HP is to help maximize bulk. 16 speed EVs allow you to outspeed max speed Adamant Centiskorch. 40 Special defense EVs allows to tank special hits. The rest of the EVs are in defense to help take physical moves better.

Cramorant @ Weakness Policy
Ability: Gulp Missile
EVs: 4 Atk / 252 SpA / 252 Spe
Naive Nature
IVs: 0 HP, 0 Def, 0 SpDef
- Surf
- Air Slash
- Reversal
- Endure

Use Endure when obvious Electric or Rock Move is coming to activate Weakness Policy. IVs and Nature are meant to lower your defenses & HP so that Reversal can do more damage easier. Surf and Endure allows you to continue to activate Gulp Missile and get it to resolve repeatedly.

this entire set is ruined if they outspeed you though, and cramorants speed isnt that great. If they outspeed you after you use endure, they can just attack you again, even if you do out speed them, priority exists
It still may be useful late-game when Prio and Pokémon that outspeed are eliminated.

Cramorant @ Kee Berry
Ability: Gulp Missile
EVs: 4 HP / 252 Def / 252 SpD
Bold Nature
IVs: 0 Atk
- Stockpile
- Surf
- Roost
- Amnesia
Surf is STAB and it gets the arrokuda/Pikachu in his mouth, roost heals, Amnesia just in case of electric special moves, Stockpile just to get both Defense and Sp.Defense up.
This moveset has really worked a lot for me especially with a storm drain cradily tank with stockpile.

seagulls ;D

Curry Bird (Cramorant) @ Focus Sash / Life Orb
Ability: Gulp Missile
Shiny: Yes
EVs: 4 HP / 252 SpA / 252 Spe
Modest Nature
- Surf
- Hurricane
- Ice Beam
- Agility

Use on Rain teams. Surf is STAB + Rain boosted, and activates Gulp Missile. Hurricane is perfect accuracy, and Ice Beam is coverage. Agility is to boost Speed. I suggest using Focus Sash + Agility to guarantee a setup turn, but a Life Orb also works.

In doubles, an ideal partner to take Surf is something like Dracovish (4x resist, that can hit Strong Jaw Fishious Rends), or Ferrothorn, as they cover/resist most of each other's weaknesses.

Have fun using this set, hope I helped!

Life Orb is better because without it it doesn't hit hard enough. Modest>Timid imo. Also, Cramorant is outclassed as a rain sweeper.
Surf and Hurricaine are both over 100 power +STAB (Surf is rain boosted). I think that speed is more important, hence maxed speed and agility, combine that with life orb (focus sash is an *option*). it might be outclassed but that isn't the point of making this set. also i can't think of a better rain sweeper in PU, soooo
85 special attack isn't good. It has great support options too.
Okay, maybe modest is better
252 SpA Cramorant Surf vs. 0 HP / 4 SpD Archeops in Heavy Rain: 468-552 (160.8 - 189.6%) -- guaranteed OHKO
252+ SpA Cramorant Surf vs. 0 HP / 0 SpD Mesprit in Heavy Rain: 175-207 (58.1 - 68.7%) -- guaranteed 2HKO
252+ SpA Cramorant Hurricane vs. 240 HP / 8 SpD Assault Vest Tsareena: 200-236 (57.9 - 68.4%) -- guaranteed 2HKO
252+ SpA Cramorant Hurricane vs. 0 HP / 0 SpD Scrafty: 264-312 (97.4 - 115.1%) -- 81.3% chance to OHKO
85 SpA is good now though, these are all pokemon with naturally high SpD.
I forgot about that, but it has a good defensive typing and good defensive moves which makes it better as a defensive mon.
But as you can see, the calculations show it OHKOing or 2HKOing Specially Defensive mons that are in PU/ZU, so it isn't that bad as a rain sweeper, because like i said, there are not many good rain sweepers there
Just look at all the pokemon with swift swim.
Well, 1 Agility doubles Spe, just like Swift Swim does, so any Pokemon slower than Cramorant is still slower if they both have their boosts.

PU: Drednaw and Carracosta are too slow, slower than Cramorant at least. Armaldo is weak to anything Rain boosted and does not get STAB for water moves, whereas Cramorant has STAB and resists water moves, whether they are used or not. Golduck is another option, but Calm Mind is its only move for boosting SpA, and it has no Speed boost other than Swift Swim.

ZU: Ludicolo, Poliwrath and Qwilfish are untiered for a reason, they're just not as good. Agility + Life Orb gives 2x Spe and 1.3x SpA as well.
I'm just saying, it is better defensively. Also, Cramorant is Untiered.
Not with 55 Def it's not, imo
It functions as a special tank / deffogger with its good defensive typing.
Or a Rain sweeper, with a way to boost Speed and SpA, OHKO or 2HKOing most specially Defensive pokemon in the tier :) Just like Corviknight can be a Defensive Defogger or Offensive Sweeper.

(Also can I just say I am really enjoying this debate kinda thing lol)
Agility isn't worth a bit as Swift Swim. Wasting 1 turn and a moveslot to setup is worse than any of Ludicolo or other swift Swim user. If they're untired for not being good, then same applies to Cramorant. And as much as I agree with PKThunder, being weak to stealth rocks isn't great, and the analysis itself says it's better with defensive boots.

@~Polaris~ even though Bulk Up Corv exists it's never running Atk EVs, it's a defensive EV spread.

Tl;dr agility offensive Cramorant is a cheap use of rain when there are better abusers.
But the point of the set is not because Swift Swim is better, and Corviknight doesn't need Attack EVs to be good. I can't stress enough that it OHKOs or 2HKOs loads of Pokemon that are specially defensive in its tier without the Life Orb (I forgot to use it in the calculations)

252+ SpA Life Orb Cramorant Surf vs. 252 HP / 88 SpD Corviknight in Heavy Rain: 243-289 (60.7 - 72.2%) -- guaranteed 2HKO after Leftovers recovery
252+ SpA Life Orb Cramorant Hurricane vs. 0 HP / 0 SpD Scrafty: 343-406 (126.5 - 149.8%) -- guaranteed OHKO
252+ SpA Life Orb Cramorant Surf vs. 248 HP / 252+ SpD Shuckle in Heavy Rain: 187-221 (76.9 - 90.9%) -- guaranteed 2HKO
252+ SpA Life Orb Cramorant Surf vs. 252 HP / 252+ SpD Carbink in Heavy Rain: 257-304 (84.5 - 100%) -- 6.3% chance to OHKO (Or a guaranteed 2HKO)
252+ SpA Life Orb Cramorant Surf vs. 252 HP / 4 SpD Cursola in Heavy Rain: 188-224 (58 - 69.1%) -- guaranteed 2HKO

Why is this downvoted? Even if Agility is "Wasting a move slot", Defoggers can get rid of SR for you. Setting up isn't the  worst possible thing to happen. You've seen the damage output Cramorant can give multiple times, and it isn't uncommon or looked down upon to set up, Bulk Up Corviknight was just mentioned and Swords Dance, Dragon Dance, and Nasty Plot are all commonly used. Honestly, I think "cheap" is a bit harsh, just because Swift Swim users exist and are good, doesn't mean that there are no other Rain Sweepers.

That's my opinion anyway, and even if you disagree I don't think this moveset should be downvoted.
Corviknight isn't in OU, and calculations are on things it has an advantage anyway, outside of Cursola. Even without Life Orb, those are mostly a 2HKO/OHKO. Anyways, the calculations outside of Cursola and Corviknight don't make sense as the opponent won't stay to a offensive Cramorant with a mon that has type disadvantage. Also, if I feel like it's not good then I can downvote and it's not a thing to complain about.
@Frozen excuse me? I never said anything about complaining lol, I just said I don't think the moveset is honestly that bad, like the time someone decided Aerial Ace + Roost was better than Brave Bird + Roost. Also, most of the movesets here are Offensive, and if a Pokemon can be used Defensively, that doesn't rule it out of the question for offense if it has decent offensive stats as well. I have said loads about this already, and I don't think its that bad.

And if it wasn't clear, I meant that the moveset isn't honestly bad enough to have downvotes, not it should not have downvotes at all. Feel free to re-downvote it if you still think its not good :)

Revenge Killer

Cramorant @ Enigma Berry / Wacan Berry
Ability: Gulp Missile
EVs: 252 Def / 4 SpD / 252 Spe
Timid Nature
- Surf
- Reversal / Ice Beam
- Amnesia / Stockpolie
- Belch

Holy geez, I haven't seen people posting a Cramorant@AnyBerry using Belch. Now time to avenge the fallen Pokemon comrades hahaha. I recommend this moveset for killing bulky types, and watch out for stealth rock settlers

-Surf ( activates its unique ability and coverage against Fire, ground and rock types)
-Reversal/Ice Beam (Good move for the defensive, and good counter against most stuff like annoying Steel or Normal Pokemons, or coverage against ground and dragon bulky types)
-Amnesia/Stockpile (Raise its halfway-to-be DEF, or both defensive stats at a lower rate)
-Belch (Good counter against Grass and Fairy types and also strong moves)

Why Reversal with Timid nature and why full defence and speed EVs? If you want to be a good breaker/cleaner, you would ideally want to invest a bit in offences as Cramorant isn't strong enough without them.
Sorry for late reply, but you can change the nature to Jolly, and swap Surf with Dive instead, look as along you can set up Amnesia/Stockpile, you should be good to go and regarding Belch in a physical moveset (if you change this one to a physical), you should be okay because it doesn't have powerful moves in its limited moveset unless you change with thief and about the revenge thing even if swapping one of the moves with roost, it was kind of joking because cramorant isn't that good but not so bad due to electric being common as water and fire moves
