For example, I noticed that Kanto's legendary birds (Articuno, Zapdos, and Moltres) are set to receive Galarian forms upon the Crown Tundra's release, thereby making those Pokémon obtainable in the Generation 8 games. Looking at DB's Crown Tundra page, I also noticed several old legendary Pokémon are returning, including Lugia, Groudon, Azelf, etc.

In a nutshell, my question is this: With all of these old/new legendary Pokémon coming to Sw/Sh in the Crown Tundra, which legendary Pokémon will still not be in Generation 8 at all?

Every legendary Pokemon has been confirmed except one. This includes

These have all been confirmed by Nintendo in the reveal trailer for the dlc in January.

The Ultra Beasts were also confirmed by data mining the Isle of Armor, finding both some of their data and an entire "chapter" dedicated to them.

The only one of the legendaries that has not been confirmed by the Pokemon Company is Regigigas. However he was confirmed with a datamine after the IOA came out

Edit: After the CT has been released it is known that all former Legendaries are available for capture.
