What format are you wanting to know about?
Im just going to do Natdex AG since it has megas
I mean, any Pokémon can have any nature (other than some fringe event Pokémon). Do you mean what’s typically regarded as the best nature for that Pokémon competitively?
Btw what do you mean by "listed"? I doubt anyone is going to create sets for every dragon type, lol

I guess I'll do NatDex/OU/NatDex AG for this.

NatDex AG:

Dracovish @ Choice Scarf
Ability: Strong Jaw
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Fishious Rend
- Crunch
- Outrage
- Earthquake

Why? Fishious Rend. Choice Scarf increases the probability that you'll go first. Strong Jaw boosts Fishious Rend and Crunch. Jolly boosts Speed. Fishious Rend doubles in power when you move first, is boosted by Strong Jaw, and is STAB. The strategy is to click Fishious Rend until you run out of PP/win the match/faint/face a Water Absorb Pokemon. Crunch is boosted by Strong Jaw. Outrage is STAB. Earthquake is just a great move in general.

OU:

Kingdra @ Choice Specs
Ability: Swift Swim
EVs: 252 SpA / 4 SpD / 252 Spe
Modest Nature
- Surf
- Draco Meteor
- Flip Turn
- Hurricane

Note: should be used in the rain. Kingdra is undeniably an incredible rain sweeper, with Swift Swim and Choice Specs. Modest boosts Special Attack, since in the rain you should be pretty fast anyway. Surf is STAB boosted by the rain. Draco Meteor is pretty strong STAB, and since you'll most likely be switching due to the Choice Specs, the Special Attack drop shouldn't be too bad. Flip Turn is for pivoting out of the Specs. Hurricane has 100% accuracy in the rain.

NatDex/OU:

Dragapult @ Choice Specs
Ability: Infiltrator
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
- Draco Meteor
- Fire Blast
- Shadow Ball
- U-turn

Dragapult also has a great offensive presence in OU. Choice Specs boost its Special Attack. Infiltrator allows it to bypass Substitute and screens. Timid is for a bit more Speed (since it gets enough of a Special Attack boost with the Choice Specs). Draco Meteor is STAB, and, once again, the Special Attack drop won't matter much since you'll be switching. Fire Blast hits Ferrothorn. Shadow Ball is STAB. U-Turn is for pivoting.

That's what I suggest, personally.

Hope this helps! :)

The first (and only) non-legendary Dragon type on my source is Mega Salamence.

Salamence @ Salamencite
Ability: Intimidate
EVs: 252 HP / 240 Def / 16 Spe
Impish Nature
- Defog
- Roost
- Refresh
- Body Slam

Mega Salamence carves a niche for itself in AG as a bulky status absorber and Defogger that is also capable of spreading paralysis. Defog enables Mega Salamence to provide useful support to its team, keeping the field clear of entry hazards that might otherwise cause problems, especially against common hazard setters such as Necrozma-DM and Primal Groudon. Roost gives Mega Salamence a reliable form of recovery, enabling it to restore its health throughout the match in order to continuosly take on entry hazard setters and PP stall Stone Edge from defensive Primal Groudon. Refresh allows Mega Salamence to switch into status moves from Pokemon such as Necrozma-DM, Ho-Oh, and Primal Groudon with impunity. Body Slam lets Mega Salamence punish potential offensive switch-ins such as Zacian-C and offensive Necrozma-DM with the threat of paralysis. The given EVs allow Mega Salamence to outspeed Adamant Primal Groudon while maximizing its bulk. Intimidate allows Mega Salamence to safely switch into a variety of physical attacks before Mega Evolution, notably Stone Edge from Primal Groudon.

Mega Salamence effectively shuts down most defensive Pokemon that rely on status to make progress while threatening paralysis if the opponent decides to bring in an offensive Pokemon to take advantage of it. Thus, it fits best on balance and bulky offensive teams with slower, potentially more hazard-susceptible teammates that appreciate its entry hazard removal, ability to spread paralysis, and ability to absorb status afflictions. Teammates that especially appreciate this support include Choice Specs Kyogre, offensive sets of Primal Groudon, and Substitute + Dragon Dance Zygarde-C, which can find more opportunities to set up when most of the opposing team has been paralyzed. Additionally, Yveltal and Xerneas both appreciate Mega Salamence for its ability to paralyze their checks, such as Zacian-C and Necrozma-DM, which can make it substantially easier for either to sweep.

This isn't exactly an offensive Dragon, however. If you want one of those, I'd recommend the Dracovish set or the Kingdra set in the other answer.

There wasn't a thing call "Strongest" in Pokemon, but in my experience, I think Naganadel was one of the strongest.

>Naganadel @ Life Orb
Ability: Beast Boost
EVs: 4 HP / 252 Sp.Atk / 252 Spe
Nature: Timid
- Sludge Bomb
- Dragon Pulse
- Flamethrower
- Nasty Plot

Naganadel carves itself a niche on offensive teams as a sweeper and general anti-stall Pokemon.
Poison / Dragon is a good offensive typing, and access to Nasty Plot and Fire-type coverage makes Naganadel a real offensive threat.
A good base 121 Speed combined with its ability Beast Boost gives Naganadel the ability to get Speed boosts and minimize the adverse effects of its mediocre bulk.
Naganadel's Poison / Dragon typing makes it the only Pokemon aside from Mega Gengar on offense that is capable of absorbing Toxic Spikes. Having a Toxic immunity means Naganadel is able to beat the two most annoying special walls, Blissey and Chansey.
Its poor bulk leaves it vulnerable to priority and many prevalent faster attackers such as Choice Scarf Yveltal, Marshadow, and Ultra Necrozma.
Its bulk can make it somewhat hard to set up Nasty Plot, as most Pokemon in Ubers have enough offensive presence to massively damage or OHKO Naganadel.
Naganadel's wallbreaking capabilities are somewhat reliant around predicting with Devastating Drake, a powerful one-time attack that can be pivoted into by Steel- and Fairy-types, making their existence a nuisance for Naganadel.

However, the other answers ae also ood, and hope I help!
