Crobat.
It can easily deal with Bugsy, Chuck, Erika, Giovanni to an extent, and part of Red's team with its STAB moves alone. It has a pretty solid movepool as well.
Umbreon is primarily defensive, and in-game is all hyper offense (most of the time). Therefore, Crobat is clearly the superior option.
