Here are the things I want. Avoid pure water types or water types who have no moves of their other type (Gyarados) so that I can have as much coverage as possible for all the gyms, team rocket, elite four and champion (except blastoise). Must be strong (obviously). Must be obtained as early as possible (strong Pokemon like starmie are late game but are worth the wait). You can give me natures and movesets too even tho finding a Pokemon with the right nature is a pain in the back. Avoid repeating dual types. And finally, no version exclusives. I chose leafgrean because it has starmie.

If you want a full team of six dual typed Water types without Gyarados, you must repeat a dual type: Either Water/Rock, Water/Psychic, or Water/Ice.
A team of Blastoise, Poliwrath, Tentacruel, Starmie, Lapras, and Kabutops doesn't repeat any types. Also you don't need a full team. One Blastoise can sweep the entire game pretty easily if it gains all the experience from every defeated trainer.

Takes out Brock's entire team. You can't get Lapras, Starmie, or Tentcaruel before Misty, so neutral towards her. Dig eliminates Lt. Surge. Starmie can take down Erika and Koga entirely. Neutral to Sabrina's three Psychics, but Starmie can KO Venomoth super effectively. Water STAB takes down Blaine's entire team. Starmie or Lapras can take on Giovanni singlehandedly. Lorelei falls to Lapras, Starmie, and Kabutops. Bruno can be quickly dealt with with any team member. Agatha is trampled by Starmie. Lance's Gyarados and Aerodactyl fall to Thnderbolt, while the rest go down to Ice Beam. Thunderbolt takes down Gyarados and Pidgeot on Blue's team. Rhydon and Arcanine fall to any team member. Venusaur can be eliminated with Starmie. Everything is neutral or not very effective towards Alakazam.

The problem is that kabutops is obtained in the 7th gym, not mentioning the enormous amount of time it would take to grind kabuto from lvl 5 to 40. Tentacruel is also obtained when you gain surf which is also too late. It is OK tho, you deserve best answer
The trouble is, if you don't want overlapping dual types, you absolutely must choose Tenracruel and one of the fossils.
Modest > Timid on Lapras, it's too slow. Tentacruel doesn't hit hard enough without Modest as well, imo.
OK I never used the fossils and using them might be fun. But why kabutops and not omastar?
Kabutops can use Rock moves better because of its Attack, and your team needs coverage that isnt water.

Also you could just not use a fossil and go with 5 Pokemon.
Dream eater surf ice beam sing or thunder hydro pump blizzard rain dance offensive lapras is good too
