Are the Watchtower Ruins close to the beginning in Sword and Shield?

Well, yes, but it may be quite hard to defeat a Pokemon there at the stage of the game you're in. The Ghost Pokemon they are fairly high leveled, especially in that point in the game. Anyway, it's accessible just before you go to Motostoke for the first time.

Yes. You can get to them before you even reach Motostoke for the first time, they're to the left of the entrance.

Yes, It is deeper into the Wild Area, but it is still accessible as soon as you get access the Wild Area in-game.
