Yes! What does they and their numbers mean?
From any sprites and artworks, its clear that Tornadus has 2, Thundurus has 1, while Landorus has 3.

The character on the left is Raijin, what Thundurus is based on. The one on the right is Fujin, which Tornadus is based on. If you look at Raijin, what do you see? Two horns. Looking at Fujin closely will show one horn on its head.

Landorus is based off Inari Okami, which is "represented as male, female, or androgynous." It is "sometimes seen as a collective of three or five individual kami." The horns on Landorus' head most likely represent this.

Wait, I think you have accidentally interchanged the names, am I correct?
Can you please check the question again? Thundurus only has 1 horn whereas Tornadus 2 horns!!
I just noticed that. Perhaps they're supposed to represent each other? That may be a bit shaky, but it's all I can think of. :)
