here's what I'm thinking:
This pokemon is likely going to wind up in UU or maybe even OU due to the ability to threaten many frail scarfers. Fears Bisharp's sucker Punch, but thats about it.

Bouncy Regichurro (Regieleki) @ Life Orb

This set is absolutely heat with Tapu Koko, it's just destroying the whole world with Rising Voltage. While people would question using Tapu Koko in AG/Ubers, I'm perfectly fine running it. This is because Tapu Koko is actually decent Defogger, one the fastest one and gets good pivoting move such as U-Turn, and really good utility moves like Taunt, Defog, Roost however it's frailty can't be ignored. Also, Tapu Koko's STAB Dazzling Gleam covers one of Regieleki's main weakness—Zygarde. Rising Voltage does crazy damage in Electric terrain, while Electro Ball totally annihilates slow stally mons. Volt Switch is for switching while Explosion is your last resort move.

This is the standard Necrozma-Dusk-Man set in AG, since it's physically Defensive. For Ubers, now since Sword Dog is banned, NDM should be specially defensive. However, this doesn't change things a lot.

  • 252+ SpA Life Orb Transistor Regieleki Rising Voltage (140 BP) vs. 252 HP / 252+ SpD Necrozma-Dusk-Mane in Electric Terrain: 360-425 (90.4 - 106.7%) -- 75% chance to OHKO after Stealth Rock

Even if it survives, it can't OHKO you. As it needs to check Xerneas, it would be running Sunsteel Strike over Earthquake.

VS Calyrex-Shadow

Good partners:

  • Kyogre can cleanly come up and clear up Groudon and Zygarde, which are troublesome Ground-types for it. However, both Regieleki and Kyogre fell short to Ferrothorn, Eternatus and Chansey, who all are cleared by Gothitelle. So, it can be a valuable partner for it.
  • Tapu Koko is almost needed for this set. I suggest a special attacking set, with Dazzling Gleam for Zygarde. It is advised to go U-Turn over Volt Switch, not because of the damage but since it's not walled by Ground types like Volt Switch.
  • As told already above, a trapping Gothitelle set can prove helpful. Here's one, for your convenience.

Other options:

  • 12 Spe so that you can outspeed Calyrex-Shadow and all of them at 439. You do are outsped by Scarf Kyogre, though. However, it's unlikely that they will stay considering most of Reigieleki's set outsped Scarf Kyogre. If you feel you don't have a solid Kyogre counter, go for 172 Atk / 252 SpA / 84 Spe. These EVs allow it to outsped Scarf Timid Kyogre.
  • Beware of Scarf Calyrex-Shadow, though. It outspeds all of your sets. Hence, a solid counter in form of Yveltal is particularly advantage for this set.

Bad movepool and garbage defenses make this Pokemon look like the perfect definition of a glass cannon, especially due to its 80/50/50 bulk compared to its 100/100/200 offenses. But nevertheless, we can still make this thing work.

Electric Terrain Sweeper

Regieleki has almost everything on paper, ranging from its stats, a stupidly powerful Electro Ball, ability Transistor, and the potential of a Specs set. This set aims to bring Regieleki in after a Volt Switch from Tapu Koko, who sets up Electric Terrain and opens up Regieleki's sweeping capability. Rising Voltage in Electric Terrain does a holy 709 base damage (70 BP x STAB x damage double from E-Terrain x general E-Terrain boost x Transistor x Specs) and will almost always OHKO anything that is weak to it. Electro Ball is inconsistent on Regieleki due to varying speed tiers, which is why Rising Voltage is the place to go. Volt Switch gets you out of sticky situations such as Ferrothorn and Dragapult and has a considerable BP too. Ancient Power hits Ice and Fire types that Regieleki may not be able to OHKO. Hyper Beam is used for hitting Ground types, and despite the recharge drawback, it is your only practical option for hitting them and praying for a KO.

Regieleki is completely destroyed by Ground types. It has some of the most embarrassing 2HKO records with Hyper Beam on Pokemon like 0 HP/4 SpD Garchomp and 0 HP/0 SpD Landorus-T even with all the multipliers, meaning it has a hard time dealing with them. One Earthquake from either of the two are easy KOs as well. Another thing Regieleki struggles with are priority moves. Bullet Punch from Scizor, Sucker Punch from Bisharp, Aqua Jet from Barraskewda, Mach Punch from Conkeldurr - you name it, Regieleki dies to it. Regieleki has literally no way to deal with these priority users unless it uses a priority move of its own, in which it only has Extreme Speed. We're not using that move, however, and so Regieleki is completely destroyed by them.

Banded Physical Attacker

Regieleki @ Choice Band
Ability: Transistor

Banded Regieleki isn't the best set, but now we have a way to counter priority users. Extreme Speed can help dent frail Pokemon that rely on priority, like Barraskewda. Wild Charge is probably as far as you can go for a physical Electric move on Regieleki, so despite the recoil we have to embrace it. Assurance deals with the ghost types who wall E-Speed and don't mind taking a hit from Wild Charge, although its usage on this set can be quite questionable. Volt Switch is obvious since you're choiced, and it'll be handy to escape bad matchups.

This set doesn't need to worry about priority users, but it still needs to worry about Ground types. Unfortunately, you're even more hopeless with this set than the first one, since we can really only hit them effectively with ESpeed.

Spinball

After looking through the answers on this thread, I found one with Normal Gem, which I thought was fairly creative. Then I learned that Regieleki is one of two Pokemon that can learn both Rapid Spin and Electro Ball (the other being Morpeko). Since Rapid Spin got buffed and boosts speed this generation, why not give it a try? Clear entry hazards, raise your speed, and use up your Normal Gem all in one usage of Rapid Spin, which puts you in a good spot to fire off with Electro Ball the turn after. Using up Normal Gem turns Acrobatics into a base 110 move that hits Grass types like Ferrothorn and Tangrowth effectively, while Extreme Speed outplays priority users and can be used to hit Prankster users like Grimmsnarl and Whimsicott for nice damage before they can set up screens. Volt Switch is an essential on Regieleki, because if it can't pivot it isn't gonna fare well against hyper offensive teams.

This set gets checked by Ghost types who Regieleki is (often) forced to Volt Switch out on, Ground types who can use Regieleki's RS turn to just Earthquake it, and bulky attackers who like setting up in Regieleki's face. This set has not gone under any testing yet, so if you find it interesting and want to utilize it please do take care about its weaknesses.

On the final set, Naive or Hasty are probably better because Timid lowers Attack

Well, this is a vgc set. I realized after watching some Wolfe glicke videos that it's a good screener, and you like Grimmsnarl can hit dark types and electric types with speed control, as well as almost always moving first with screens. I've run into some of these myself and dang are they annoying
Anyway, on to the set. You have dual screens obviously, and volt switch to pivot out into something else after setting it up, or as I like to do, pair it with a WP Pokemon weak to it and trigger it yourself. Electroweb can also slow down opponents who are fast, and works as good Speed control, as well as spread damage.

Gen 8 OU
Spikestack Cleaner

Regieleki @ Heavy-Duty Boots
Ability: Transistor

Timid Nature

- Ancient Power

This set spins away hazards for spikestack teams. Once the opponent's ground type is down, it can also clean weakened teams. It works best with support from Choice Band Galarian Zapdos. Regieleki is stonewalled ground types like Landorus-Therian and Garchomp. Regieleki 's firepower is so high that very few mons besides complete immunities can switch into it. Galarian Zapdos can then predict the switch to Landorus-Therian and come in. Galarian Zapdos will get +1 attack from Landorus-Therian 'a Intimidate, allowing it to wreak havoc. It also has a good matchup vs other ground types. Rapid Spin is invaluable on spikestack teams as it removes hazards. Ancient power can wear down Landorus-Therian over the course of a game. Electro Ball is STAB and is extremely powerful against slow walls. Thunderbolt is reliable STAB. It is used over Thunder Cage as it has 100% accuracy. The EV spread let's it survive a Life Orb Bisharp Sucker Punch guaranteed.

Independent Terrain Sweeper

Electric Terrain: To setup
Rising Voltage: STAB + Utilize Terrain Boost Most Effectively
Volt Switch: Pivot Switch
Hyper Beam: Not much of an option but may act as last resort!

Poor movepool with no practical coverage at all + Ultra low defenses = Expect OHKO almost every time!

With ultra high base speed stat, it will outspeed almost everything. Utilize this fact to OHKO others before they knock you out. Setup Electric Terrain to increase the effective power of Rising Voltage to a massive 210 which is further boosted by the ability Transistor. Use Volt Switch against bulky Electric, Grass and Dragon types to switch. Against Ground types, well, either die trying to KO with Hyper Beam or switch-out manually to probably a Flying or Levitating Pokemon.

Focus Sash is there to setup terrain. I prefer Modest nature to get that extra Special Attack boost as 200 base speed with max EVs/IVs will out speed almost all pokes anyways.

Gen 8 Doubles Ubers

This should be used on a team with Kyogre. Electroweb is for speed control, lowering both of the opposing Pokémon's speed (assuming it hits both). Thunder is stupidly powerful STAB that can't miss in rain, which is easily provided by Kyogre. Volt Switch is for pivoting. Protect allows Regieleki to scout for attacks prevents it from taking damage (unless it gets hit by a max move). The Focus Sash allows Regieleki to take a hit, which is nice since Regieleki is super frail and entry hazards are uncommon.

Thunderbolt + Transistor + Specs will be KOing opponents one after the other; it's incredibly powerful. Volt Switch can do a ton of damage as well and makes Regieleki a nice pivot. Ancient Power is because Regieleki's movepool is incredibly shallow. Extreme Speed doesn't fit too well with the set, but it can be used if you need a bit of priority, and this Regi just doesn't have much else.

Ugh. This thing has an awful movepool. However, the only moves you really need are Electro Ball and Volt Switch. This may be controversial, but I think this is the best Toxapex check we have ever seen, with Specs Transistor Stab Electro Balls destroying everything, or using the annoying starfish as momentum with VS. Ancient Power is there for coverage, Hyper Beam to go out with a bang.

Electro ball allows it to do large damage with its amazing 200 base speed. Volt switch is just a pivot, and thunder cage is if they outspeed you, or it does little damage cause they have almost as much speed. Explosion in a last ditch attempt to nuke them, as its shallow movepool doesn't allow much else.

It has a terrible movepool, so we have come to a point where Specs + Explosion must be done :P

Thunder Cage wears down walls, and it does great damage alongside Transistor, Choice Specs, and STAB. Volt Switch is for pivoting, and, again, it's great with Specs, STAB, and Transistor. Ancient Power because it basically has nothing else -_- . Explosion is pivoting when it's at low health.

Yes I know this is very similar to the other sets but again it gets nothing better -_-

Tired of that Landorus-Therian, Garchomp, or Gliscor switching into your Regieleki and blocking its Volt Switch or absorbing its Thunderbolt? Well, there's a solution for that.

Also yeah, I mentioned Gliscor so this won't work in OU. Regieleki can keep being the pitiful, useless electric orb that is neutered by Ground types there. This works only in Nat Dex OU, or Nat Dex UU if you want to get rid of Krookodile and Zeraora.

This is a fairly standard Regieleki set. However, what makes this one different is that it can actually threaten Ground types! Yes, I didn't know it was possible either. Thunderbolt and Volt Switch are pretty standard. Even without Specs, they are both very strong. Hyper Beam with Normalium Z can turn into a powerful Breakneck Blitz that will 2HKO Landorus-Therian, Garchomp, and Gliscor after Stealth Rock, and hitting them is extremely easy, because only someone who is extremely stupid wouldn't bring in a Ground type against Regieleki. Swift or Round can revenge-kill Landorus-Therian after Rocks. Garchomp and Gliscor will survive Breakneck Blitz Hyper Beam, however not by that much, and you can take advantage of that with Stealth Rocks and a cleaner like Serperior. Regieleki can use its status as the fastest non-scarfed Pokemon in OU to use Thunder Wave and support its teammates.

EVs add longevity and 24 is all it needs to outspeed Pheromosa. Explosion, since you are the fastest, will do tons of damage with Life Orb when you are about to die. Rapid Spin removes hazards and allows it to negate Sticky Web speed lowering. Thunder Wave can cripple others.

Pretty sure you need 28 Speed EVs to outspeed Pheromosa. Did the calc on PS and Pheromosa has 223 Speed at Lv50 with +Speed nature and 252 Speed EVs, and if you give Regieleki 24 Speed EVs, it *also* has 223 Speed (So speed tie).
At Level 100 it outspeeds with this spread by 1.
Regieleki *could be* outsped by Choice Scarf users, or if the foes have their spped raised.

I know what you are thinking but 252 in speed is not needed as it naturally outspeeds most Pokemon without boosts in speed or Choice Scarf, so invest in HP instead, as it needs all the bulk it can get as it's so frail.
Eerie Impulse to reduce damage output on any threatening special attackers on the other team.
Rising Voltage, when paired with an Electric Terrain setter (e.g. Tapu Koko or Pincurchin), can pack an enormous punch.
Ancient Power if you are feeling lucky and for coverage. Volt Switch for evacuating dangerous situations whilst still dealing STAB damage.

Regieleki's moveset is so bad, it doesn't have many decent attacking moves, so this set makes use of its Speed to set up screens and get rid of entry hazards. Use Timid if you're using Rapid Spin, Hasty if you choose Explosion.

Yeah so apparently it gets Swift and Round, cool I think. Both are weak but somewhat made up for via Choice Specs (also knows as fancy looking glasses.) Thunderbolt is consistent damage, Electro Ball to do heavy damage against slower targets like Toxapex and Blissey. Volt Switch is a must because it allows it to pivot. It is the fastest user of any switching moves, after all. Ancient Power is more coverage, Thunder Cage is strong, chips and traps foes.

Thunderbolt is STAB and gets boosted by Transistor. Volt Switch is for pivoting. Rapid Spin clears away hazards on your side. Ancient Power because... why not. You could use Extreme Speed for priority revenge killing. Explosion can be used if you just want to... explode. The reason why this set has Heavy-Duty boots is so it won't be consistently worn down by entry hazards.

Light Clay goes well with this set, as it is a screen setter. Transistor is useless because this set has no electric type moves. The EVs max Attack, focus a bit in Speed for Choice Scarfers, and in bulk. If you use the other EVs, then use Jolly Nature. Those EVs focus on Attack and bulk. The IVs are obvious, as you want maximum stats. Adamant Nature makes your physical moves do more damage. Explosion keeps momentum, as it allows you to die, then put something in. Rapid Spin removes hazards, which is nice against hazard leads. Reflect and Light Screen boost Def and SpD respectively. The strategy for this set is this: Start by using Reflect or Light Screen, depending if they are a physical or special attacker. Use the screen move you didn't use next. Use Rapid Spin if the opponent set up hazards, then use Explosion.

I personally would invest some speed. I feel that if you can, you should be able to speed scarf tapu lele. If you give me a sec, I'll calculate the amount of evs that you would want to invest.
I would at least invest like 40 evs into speed just to make sure there are faster scarfers that don't bully you. Otherwise, you can use jolly nature
Oh I forgot about that. And thanks, I wasn't sure if I should put EVs into speed since it is super fast, so I didn't. I forgot about Choice Scarf.

My guy's back in ou babyyyyyyyy. So, in this set, it's pretty simple. It's a good hazard remover on spike stack, which gives you the luxury of keeping your own hazards. Electroball is there because....have you seen eleki's speed tier? Volt switch for pivoting, and the screens are for helping some teammates wall types of attacking. For example, if you get memed by special attackers, use light screen, and vice versa.

Don’t criticise me, it's my first moveset answer! This moveset can be used for Ubers singles. Start with Thunder Cage, then if the Focus Sash is used, Volt switch out, if not go for an Electro Ball if you're against a slow opponent, or Rising Voltage if you're against a faster one.

Modest Nature lets you hit harder and Focus Sash lets you survive. Electro Ball to truly exploit your incredible Speed. I added Rising Voltage because it would be best to set up Electric Terrain before hand. Thunder cage traps your opponent, leaving them at your mercy. Agility is if you want to exploit Regieleki’s Electro Ball Potential even further.

Despite having access to coverage in Tera Blast in other Gen 9 formats, Regieleki was nerfed in Gen 9 Monotype. Not only did Regieleki lose a powerful move in Rising Voltage whenever Electric Terrain is up, but Transistor only gives a x1.3 boost to Electric moves instead of x1.5. :(

Because Regieleki doesn't have Rising Voltage and Pinchurchin isn't a good Pokemon for Electric teams, Regieleki must use a mixed set in order to OHKO Flutter Mane. Thunderbolt is Regieleki's powerful reliable STAB move. Volt Switch is used to escape Pokemon that resists Electric moves in order to bring in a teammate that can deal with those Pokemon. Wild Charge is used to get an OHKO on Flutter Mane since Flutter Mane has a base 55 Defense. Rapid Spin is used to clear away hazards. Magnet is used as the item to boost Regieleki's STAB moves. Heavy-Duty Boots can be an option to prevent Regieleki from being chipped by hazards, but not using Magnet makes Wild Charge miss out on the OHKO vs Flutter Mane.

248 Speed EVs allow Regieleki to outspeed Choice Scarf Iron Valiant. 16 HP EVs with 40 Special Defense EVs allow Regieleki to live a Moonblast from Choice Scarf Flutter Mane, as shown in this calc:

252 SpA Flutter Mane Moonblast vs. 16 HP / 40 SpD Regieleki: 258-304 (84.5 - 99.6%) -- guaranteed 2HKO

The rest of the EVs are used in Special Attack to give Regieleki's Thunderbolt and Volt Switch more power.
