For example, say I have Earthquake on a Technician Hitmontop. The Hitmontop gets burned, halving Earthquake's base power to 50. Will Earthquake be able to get the Technician boost since Earthquake's power is halved from the burn, or will it ignore the Technician boost?

Instead of modifying the Attack stat, a burn now technically halves the damage a burned Pokémon does with physical moves; it still does not reduce damage done by moves that deal direct damage.

It just halves the damage dealt, not the actual power of the move (it's displayed that way on Showdown, though) so it's safe to assume they do not get a Technician boost.

The only external power-modifying effects which are applied before Technician checks the move's power are Fairy Aura, Dark Aura, Aura Break, and Battery...

Plus, burns halve the stat, not the move.
