Sometimes when you enter a horde, it's almost completely zoomed in on the center Pokemon, sometimes you can see all five of the Pokemon easily, and sometimes it's in-between.

Doesn't seem like something with a concrete answer. It was the first (mainline) 3D Pokémon games so they probably wanted to experiment with stylish angles anyway.

I don't think there's any mechanical reason for it. If it's not highlighting a special Pokemon it simply serves an aesthetic purpose. They did a lot of weird camera angles in Gen VI, like with Lumiose City.

It's just a detail, nothing more.
