Do abilities that boost encounter rates (such as Static) also affect the Poke Radar?

Question

You see, I wanted to try to get a Shiny Mareep through using the Poke Radar within Valley Windworks, and I was curious... Would the ability Static boost the odds for Mareep while using the Poke Radar, or does the ability only affect normal wild encounters?

I'm asking specifically for Pearl, if I need to address so.

It'd make sense if it would work, but I haven't found anything that specifies that Static works with the Poke Radar.

The PokeRadar is one of the most under researched features in Pokemon, especially prior to BDSP
