I just saw the move V-Create in the attackdex.Which pokemon can learn can learn that move? How?

V-create used to be Victini's signature move. However, the gift 15th anniversary Rayquaza also came with the move V-create, meaning it's not Victini's signature move anymore.

V-Create is a move exclusive to Victini , it gets it as an event move, one of the events is the 14th movie Victini,which also knew Fusion Bolt and Fusion Flare
