well you're probably thinking "Ghastly has levitate which eliminates the fact that ground is super effective!!" in Gen 1 abilities didn't even exist which means that ground could still hit. Now you're thinking "but ghost has always been super effective so the answer is no..." The only ghost type move in Gen 1 was night shade which does damage depending on your level. Does night shade count as super effective or no since it will always do damage equal to the level of the user? Same goes for Dratini since the only dragon move was dragon rage but that always did 40 damage.

Set damage moves are always neutrally effective or unaffective, so the answer is yes.
