Sorry, this team cannot compete with other teams. At least, evolve Quilava.
Could you please be a little more specific? Is it against the rules to have my Quilava compete?
Normally, attack based not fully evolved will have big issues competing with other fully evolved Pokemon due to their lower stats. Some defensive Pokemon, such as Dusclops, Porygon2 and Gligar, are quite viable, courtesy of Eviolite, but Quilava is to frail to use it and faces stiff competition from virtually all other Fire types. Typlosion, Magmortar, Arcenine, Chandelure and Houndoom are just some of the Pokemon outclassing Quilava.
Lustrous Orb won't effect any Pokemon but Palkia.
Quilava isn't an anti-lead. >.> Plus, just evolve that sucker if you wanna keep it at all.
For an anti lead, try this:

Infernape @ Focus Sash
Trait: Blaze
Naive Nature
- Overheat
- Fake Out
- Close Combat
- Stealth Rock

No offense, but this team needs a lot of work if you want to compete with competitive teams. I may rate this some time.
I can not evolve Quilava, for he is already at level 100, but does Quilava have any advantages at all?

So I can't even use Quilava as a staller by teaching him Toxic and Protect/Dig?
Nope. Sorry. Quilava is too frail. Gligar @ Eviolite can. Quilava @ Eviolite is original, but I double-doubt that it will work.

I think you should give blastoise earthquake instead of dig.
Evolve Quilava and teach Blastoise Hydro Cannon
