I was wondering because I keep on finding that I have one but not the other so when my opponent uses a move like amnesia I struggle to lower its HP, help!

Deoxys-A holds the title for the largest Attack and Special Attack (180) of all Pokemon, and is Psychic type. If you want non event Pokemon:

Metagross has the highest Attack stat of non event Psychic Pokemon: 135.
Mewtwo has the highest Special Attack stat of non event Psychic Pokemon: 154.

If you want non Legendaries:

Metagross has the highest Attack stat of non Legendary Psychic Pokemon: 135.
Darmanitan-Z has the highest Special Attack stat of non Legendary Psychic Pokemon: 140.
