I heard someone got a nincada from a shedinja so can I breed another Latios for my sister?

No. Latios is in the Undiscovered Egg Group, so it cannot ever breed.

Worth adding that nowadays, Manaphy is considered a mythical Pokemon (and not a legendary Pokemon), so it is true that no legendary Pokemon can breed.
