You both have a 50/50 chance of moving first. Unless altered otherwise, by an item like the Quick Claw.

If Imposter, it gives it an interesting niche competitively, but ingame there are many better options than Ditto. It needs a bit of support and proper usage in competitive play, but ingame, I would suggest you didn't.
