If that's the route you are going, the old endeavor trick, then you need something to deal with ghost type pokemon as well, they're immune to quick attack and endeavor.

If you are facing a Ghost type while you have a Level 1 Rattata, then you are doomed anyways I think. The other moves don't matter, if your foe has priority or is Ghost, you are doomed anyways. If your foe has an entry hazard or Sandstorm set-up, you are doomed. So many things can go wrong.

I like your moveset so far, for the other moves it would be attract and facade if it has the ability guts, if not then secret power for STAB.
