Yes, to learn it again you would want to go to the move rememberer.

Because nodoking only learns horndrill from previous evolution

Nidoking doesn't actually learn Horn Drill. Nidorino and Nidoran can. That's the whole point of the question!

MiniNinetales that's the whole point. it doesn't matter what evolution it is, if that pokemon once knew the move it can remember it.
