Normally, no, Pikachu can't learn those moves.

Volt Tackle: have either a female Pikachu or Raichu hold a Light Ball and breed with a Pokemon of the the same egg group or a Ditto. The resulting Pichu will know Volt Tackle.

While Volt Tackle can be performed in any of the Generation III games, it can only be obtained via Pokémon Emerald or later.

Volt Tackle

While Pikachu cannot usually know Surf or Fly, there were certain events/ ways to get it. The main way was the Yellow Forest, which was an event location in HGSS. Some of the Pikachu found there know Surf, Fly, Flail and Volt Tackle.

Surfing Pikachu was also available in Pokemon Yellow, but only (legitimately) as a Stadium Prize.

Surfing/ Flying Pikachu were also given out in various events.

You can't get a surf/fly Pikachu in Illex; it has to be Yellow Forest, which is an event only location, and the event has since passed.
