In the anime it is a female Pokemon. In the games Meloetta is genderless for only Game Freak knows what. Though Etta is a female name in Germany meaning little. So in this case little girl.

In the game she is genderless because legendary pokemon can't breed, and if it had a gender it can breed.
Not completely true though @ Ice-perfection. Latias and Latios are considerd legends, and they are clearly boy and girl. Same with the Incarbet trio (toradus, thundoros and landoros)
Heatran and Cresselia as well.
Also some genderless Pokemon like Meatgross can breed. Don't thing just that they are genderless they can't breed, certain pokemon with genders can't breed at all.
ice_perfection only Manaphy and Phione are the only legendarys that can breed (with Ditto).
Interesting......... Upvotes Q and A
@ Star Power I don't think there are any pokemon with genders that can''t breed. Excpet for Latias and Latios Maybe. Plus Manaphy?
Nidorina,Nidoqueen,Pichu,Cleffa,Igglybuff,Togepi

Are just to name a few. (I win :D)

To back me up: http://pokemondb.net/mechanics/egg-groups/undiscovered
Ike,Lloyd Irving Latios/Latias can't breed. The only legendaries that can breed are Manaphy/Phione with ditto.
$P is correct.
Funny, I just learned about the info Professor Xerilia, FaaffySwampert, $.P., and Elctivirefan commented before coming here to see them. (ya, if they gave latios/latias a gender why not meloetta?)
