Why can Aggron learn Fire Blast/Flamethrower?

Firstly, nobody said a Pokemon's appearance would prevent it from learning a move. Aggron's similarity to a Dragon may be a possible explination to this, as Dragons are known to breathe fire and use moves that resemble that.

Otherwise, that is how Game Freak made it and there isn't much we can do to change that. To be honest, it was just logic in this case.

It's just funny how Magmortar learns Thunderbolt...
And yeah, Palkia and Dialga are just Dragons that can learn those moves for the same reason stated up there. Most legendaries can learn Flamethrower/Fire Blast and their variants anyway.
yep but some dragon types cant learn fire blast or flamethrower
