Likely tier: Borderline
I personally don't usually care about nature,
when leveling up, I would recommend giving your Eelektross the power lens, due to its already poor speed.

Thunder- I think a very good move, and it gets STAB. Becasue it has more PP than blizzard, it doesn't matter quite as much, but it is a problem due to, again, Eelektross's bad speed.

Flamethrower/Thunderbolt- Honestly, I just love flamethrower as a move, and allows you to remove several types that you before could not quite as quickly, and with a low-speed like Eelektross, every turn counts. Both have 95 power and 100 accuracy, but thunderbolt has  STAB, and each have their own special effects.

Flash cannon- In case of a rock type (Boldore) with smack down, You can take advantage of its even worse speed to smash it up with flash cannon, a steel move. Problem is probably going to be sturdy, but i'm sure you'll think of something.

Crunch- Just a nutarally learned move that I think will consistantly come in handy, especially if you plan to train against the elite four.

Eelektross
Eelektross@Scope Lens

Moveset:
U-Turn (Coverage, helps switch out Eelektross when need be)

Rock Slide (Coverage, chance of opponent flinching)

Eelektross@red card
Trait:Levitate
EV's: Attack, HP, Speed
Jolly Nature
Moves are...
Coil: for boosting up attack and defense, not really used to boost accuracy in this moveset
Crush Claw: good attack power, chance to lower defense
Thunderpunch: good power, chance to paralyze
Crunch: just because

The red card is used like this: if you send out eelektross and your opponent sends out some Pokemon with swords dance. When that Pokemon hits you with a move that swords dance boosted, it eliminates the stat change by switching it out, giving you precious time to get a free coil boost.

Eelektross is the only Pokemon of all that has no weaknesses making him a really strong Pokemon. Here is my moveset for my op eelektross.

Ability: Levitate as usual
Item: Magnet
Nature: Bold
Ev's: 4 Hp, 252 Defence, 252 Special Attack

Rain Dance - Making sure that thunder hits every time.

Thunder - Has high base power, STAB, Power becomes higher because of magnet, and hits every time due to rain dance.

Grass Knot - Does high damage to ground types, which are usually heavy.

Volt Switch / U-turn - Good for switching out. I suggest U-turn for type coverage.

Evs: 252 Defense, 252 SP Defense, 4 Speed
Ability: Levitate
Item: Leftovers

Wild Charge
Dragon Claw or Crunch
Drain Punch
Aqua Tail

This is a Physical Set, although let me explain this. After two years of training this little one to be the best (I believe) he can be, I've made him a very defensive Pokemon. People might be confused as to why the Evs are so Defensive. Here me out.
Due to Eelektross' low speed, he needs to be able to survive to dish out damage. Whilst he won't do as much as an Eelektross with 252 Attack and 252 Speed Evs, this one can be an annoying little critter with it's durability/sustainability with Drain Punch and Leftovers (also covering his Wild Charge recoil). Besides. There are very few Pokemon that move slower than Eelektross, regardless of Speed Evs.
Dragon Claw: Coverage for dragons, and it's pretty cool to be able to use a Dragon move whatever the situation. Can be switched for Crunch, which is also a great move, lowering target's defense.
Aqua Tail, This might confuse some people. 'Huh? Really?' There are a few things to take into account here, mainly moves such as Gravity, Smack Down, or even abilities like Mold Breaker. As many people try to get rid of Eelektross' ability, Aqua Tail really catches people by surprise, covering Ground, Fire and Rock.

As a tank he is quite scary, especially when setting up with an Umbreon who baton passes 2-3 curses...
He still works as a high risk/reward Pokemon with Maxed Attack and Speed Evs, but I personally, and through many tests, prefer and support Tanky/Durable Eelektross.

Have fun :D
