How to obtain TM 95 Snarl?

I am playing Black 1. Is it only obtainable through a special event? If not where do you get it?

The lock capsule is in Heartgold and soulsilver. It is obtained by an event a little while back. You then relocate it to Black and then after that you give it to Mr. Lock in castelia City.
