EVs: 120 HP, 100 Def, 252 SpAtk, 36 SpDef
Ability: Static
Nature: Modest (+SpAtk, -Atk)

So it is a little defensive. I took trachy's advice and am using Discharge instead of Thunderbolt+Thunder Wave. Second move is Signal Beam which seems to cover almost everything.

Ampharos learns Power Gem but I'm not sure it covers anything extra.
Magnet Rise is a possibility.
Hidden Power is Psychic but low power (30).

Any other good moves I should try? No egg moves please since I'm not starting again. And no Toxic since it's a paralysis moveset.

You should teach it
Magnet Rise: to evade it's only weakness
Heal bell: to cure it's and it's party's status problems

You could use Focus Blast and Heal Bell (or if this not for HG/SS, try maybe Magnet Rise to protect from the common Earthquake). Another option is dual screens (for those of you who don't know what that is, I know you know Pokemaster, that is Light Screen and Reflect.) I would go with the dual-screening, and also with this replace Signal Beam with Focus Blast.
