What is a good pokemon red moveset for aerodactyl?

I am using him instead of tauros becuase he is too hard to find

Wing Attack (Potent Flying-type STAB)
Hyper Beam (Incredibly powerful in RBY)
Fire Blast (Coverage)
Double Team / Substitute (Utility moves)

Isn't fire blast a special attack

What about fly instead of wing attack? Fly does a good amount of damage more than it.
