WHY are certain pokemon only obtainable in one of two games but not in the other?

Because of Caps Lock

Pokemon, you must have written the question all in CAPS first, that's why trachy edited it to be normal case. And caps lock is the button on the left side of your keyboard above shift. Turn caps lock off and stop turning it on all the time.
