In emerald I already maxed Feebas' beauty out, it is at level 5. what's wrong?
Yeah, first you have to level it once for the evolution to occur, but also look back on the Stat grid chart in Beauty to make sure it's all the way maxed. It may look maxed at some places, but it should reach the very edge of the grid.
You have to trade with Prism scale charizard and make it beautiful i think.
