Why not use Leaf Blade seeing as this is a Physical Sceptile? I would also replace Endeavor for something like Substitute.

It can only learn endeavor as an egg move.

But he can learn the rest with TMs

Endeavor can be learned as an Egg move and a Move Tutor move. The rest can be learned a regular TMS.
