Yes, there is one called Butterfly Dance that raises Special Attack, Special Defense and Speed! It can only be learned by a few pokemon, but that does include the awesome Volcarona - http://pokemondb.net/move/483

Aside from that, no. You'll have to make do with Agility (sharply raises Speed) and/or Nasty Plot (sharply raises Sp.Atk). Or maybe Calm Mind like J98 said.
