Example: Beldum.

I want a beldum not a metang and I want to get it at level 1, but can you breed metang and ditto?

Yes you can. You can breed Metang and Ditto to get Beldum. These are the only Pokemon you can't breed with to get eggs:

Definitely. Pokemon with no egg groups can be partnered with ditto to get an egg. For example: if you breed a metagross with a ditto then you can get a beldum, even though metagross has no egg group
