Since your attack is higher, you'll want Aqua Tail, However, I would just get Waterfall. And also I would replace Ice Beam for another physical attack. Perhaps Return.

The E4 uses Grass/Flying/Ground types? Not a whole ton of them. Ice Beam won't help as much against this E4 as it has for past Elite 4s.

As trachy said, Aqua Tail is the best choice, as Hydro Pump has no point as its bad accuracy and your attack is higher than defence.
Another Idea is to evolve it too. LV. 42 is pretty high, and it doesnt learn many more moves unless you evolve it to Samurott.
As for your other moves, Revenge isnt big on Oshawott, as it isnt STAB. Replace it for a status move like Attract. (Found on the last street of Castelia City on 47f.)

Aqua tail is probably best but if your planning on taking on the elite four then you might want hydro pump as a sort of smasher move
