What do you think the best water type move is? I think Surf due to 95 power, 100 accuracy, and it being a useful HM.

Surf is definitely the best and most consistent. Other moves have higher power but have low accuracy or other effects.

The one alternate option is Waterfall - it's only power 80 but if you have a pokemon with much higher attack than special, like Gyarados, it's the best move to use in that case.

I will say "Water Spout" because it has 150 power and 100 accuracy with no effect. But, only 3 pokemon can learn it, thay are Wailmer, Wailord, and Kyogre... But, it was an incredible water-type move.

Water spout has an effect. the lower the hp, the more power. At full hp, it only has 2 power.

No, it does have a bad effect - if you have lower HP it hits with lower power. It's only 150 when you have full HP.

Surf is definitely one of the best Water-type moves, but the only drawback is in Double Battles, it'll hit your ally too, which is bad when your ally is weak to Water-types. Muddy Water doesn't hit your ally and has a chance of lowering Accuracy, but it has lower PP than Surf and it's only 85% accurate, which is a big downfall. Waterfall has a weaker power, but it's great for a Pokemon with high Attack and it may cause flinching, too.

Surf is the best water move for special attackers, and waterfall for physical attackers. Water spout is best for fast special attackers. But the new move scald is going to take the place of surf in many movesets, due to the 30% chance of burn, making it as good as surf.
